Manual Call Points

1. Descriptive: Once and only one direct operation and then the system shall be fully automatic without involvement any further manual operation.

TRA’s Comments : Shall be insisted.

2. Descriptive : Time delay between operation of MCP and evacuation signal in the respective alarm zone shall be between 3 to 10 seconds and decide the setting of this window depending upon the specific requirements of User and Authorities.

TRA’s Comments : For Indian conditions, feasibility should be seen. Otherwise very good provision.

3. Descriptive: To be located in all escape routes, storey exits and all exits to open air from the buildings. Zoning is essential in order to prevent alert at inappropriate areas particularly in Multi-storey premises.

TRA’s Comments : By default, this will be applicable to all floors. However, this requirement shall be clearly specified in the regulations and also strictly followed also during installation.

4. Descriptive: Travel distance from any point within the building to the nearest MCP by actual walking route shall be 45M. If such distance is fixed at design stage, it shall be 30M. Ultimately, after completion of the building travel distance shall not be more than 45M notwithstanding obstructions.

BS 5839 (2002) Provision : Clauses 20.2 (d) states this
IS 2189 (2007, under print) Provision : Clause 6.3.8 (a) provides 30M.

TRA’s Comments : Under Indian conditions 30M shall do well.

5. Descriptive: The above distances i.e. 45M and 30M shall stand reduced to 25M and 16M respectively if a) personnel inside are physically challenged or having limited mobility or b) the nature of fire is such that it may be developing rapidly.

IS 2189 (2007, under print) Provision : 6.3.8 (b) provides for 5(b) only

TRA’s Comments : Unfortunately this is not provided for in NFPA and Indian standards. We can follow this as a guideline.

6. Descriptive: If any specific equipment within the building has a potential to initiate rapid developing fire, additional MCPs shall be placed in proximity.

TRA’s Comments :To be considered on a case to case basis.

7. Descriptive: MCPs shall be sited at 1.4M above the surrounding finished ground level. This can be compromised upto 200 mm below 1.4M if MCPs are to be aligned with other equipment such as lighting switch, card readers etc. If personnel inside are physically challenged or having limited mobility or on wheel chair, MCPs shall be located at lower heights suitable to the personnel.

BS 5839 (2002) Provision : Clauses 20.2 (h) states this
IS 2189 (2007, under print) Provision : Clause 6.3.8(c) partly covers this aspect

TRA’s Comments : Totally agree with BS and NFPA nearly matches with this. IS provision shall be amplified.

8. Descriptive: MCPs can be mounted flush if they are readily visible. In case of locations like corridors where they are visible only from sides, semi-recessed installation with protuberance of not more than 15mm can be allowed.

IS 2189 (2007, under print) Provision : Clause 6.3.8 (d) provides for this but with protuberance of not less than 75 mm

TRA’s Comments : Agree with IS and 15mm is too less.

9. Descriptive : If MCPs are subject to abuse or accidental breakage in their locations, transparent hinged cover over the MCP is acceptable if authorities permit such options.

BS 5839 (2002) Provision : Clauses 20.2 (j) and 35.2.2 (a) states this

TRA’s Comments : This exception is against the provisions contained in item 1 above i.e. single direct action breach. Leave it to the user.

10. Descriptive: If MCPs are exposed to moisture at the place of installation, suitable water resistant devices can be used.

BS 5839 (2002) Provision : Clause 35.2.2 (b) states this
IS 2189 (2007, under print) Provision : Clause 6.3.8 (e) covers this

TRA’s Comments : Agree to this provision.

11. Descriptive: In Public Assembly areas like malls, shopping complex, multiplex, theaters etc. MCPs can be done away with if CCTV system of monitoring are installed. Alternately, MCPs can be installed only at designated areas accessible to owners, security personnel etc.

BS 5839 (2002) Provision : Clause 35.2.2 (c) states this
IS 2189 (2007, under print) Provision : Nil

TRA’s Comments : It is tricky provision. MCPs are bound to be misused in public places but still they can not be avoided. Alternate provision suggested in BS is OK.

12. Descriptive :MCPs shall be located within 1.5M of exit doorways at each exit at each floor.

NFC 72 (2002) Provision : Clause 5.12.6 covers this
BS 5839 (2002) Provision : Nil
IS 2189 (2007, under print) Provision : Clause 6.3.8 (f) covers this but no specific distance made

TRA’s Comments : Agree with NFPA and specify the maximum distance.

13. Descriptive: Where installed outside the buildings in open, MCPs can be spaced at not more than 45M.

BS 5839 (2002) Provision : Nil
IS 2189 (2007, under print) Provision : Clause 6.3.8 (a) covers this.

TRA’s Comments : BS and NFPA standards do not discuss this. As travel is faster and unobstructed in such cases, spacing can be increased.

14. Descriptive: The glass surface shall be minimum 30 cm2 in area and glass thickness shall not exceed 2 mm.

IS 2189 (2007, under print) Provision : Clause 6.3.8 (g) covers this.

TRA’s Comments : This is again IS specific to India to maintain uniformity and interchangeability. No harm in retaining this.
